Mr. Lehnert is responsible for operations of Banks Engineering as its President, and for management of the corporate headquarters in Fort Myers. He is a Professional Land Surveyor and Mapper, is licensed in the State of Florida and has over twenty-five (25) years of experience in the Southwest Florida area.  He graduated from the University of South Florida with a Bachelor of Science degree in Business Administration. He has special expertise being involved in the entitlement process in Lee County, Collier County, the City of Fort Myers and the City of Cape Coral. This includes presentation before various hearing officers, boards and councils. He has processed numerous comprehensive plan amendments, zoning applications and presentations at public hearings . He has provided expert witness testimony regarding land use, planning, zoning, development orders and surveying matters. His broad base of experience provides a comprehensive level of expertise required for processing project and land entitlements.

Samuel (Sam) W. Marshall, P.E.

Mr. Marshall is a licensed Professional Engineer and Principal at Banks Engineering.  He has over twenty-five (25) years of civil engineering design and project management experience for a wide range of projects in Southwest Florida. He has a Bachelor of Science degree in Civil Engineering from the University of Florida. His experience includes civil design, permitting, entitlement and construction of numerous projects in the Southwest Florida area. His diverse portfolio includes industrial, commercial, multi-family residential, single-family residential and mixed use projects. Sam is directly responsible for design, production, permitting, client coordination and budgeting. His clients include private sector and municipal agencies.

David (Dave) R. Underhill, Jr., P.E.

Mr. Underhill is a licensed Professional Engineer with over twenty-five (25) years of civil engineering design and project management. He has a Bachelor of Science degree in Civil Engineering from the University of Florida. Dave has extensive experience in the civil design, permitting and construction for numerous industrial, commercial, multi-family and single-family residential projects. In addition, he has been involved in many mixed use projects. As a Vice President and Principal at Banks Engineering, Dave is directly responsible for managing design, production and permitting on numerous projects from inception to completion. He is also responsible for client coordination, budgeting and quality control.
